I have the honour to acknowledge the re-

ceipt of Mr. Chamberlain's Despatch No. 332 of the 3rd. Sep-

tember, and to inform you that I thoroughly approve of the

proposal therein contained, and believe that the lantern and

lecture system of imparting knowledge will form a most benefici-

al addition to the ordinary methods of juvenile education. I

an of opinion, however, that the journey supposed to be covered

by the lectures and slides should begin at a more easterly

point than Ceylon. I see no reason why Hongkong and Singapore,

with their immense shipping, should not be included, and I

would suggest that the supposed journey should start from

Hongkong, which with 23,000,000 tons of shipping is now. I

think, the largest Shipping Port in the Empire. This, however,

is a detall which can be arranged at a later date. But in case

the suggestion may meet with approval I am having prepared

some photographs of this Colony which will be sent to you in

due course. When the scheme has been definitely established

and the lectures prepared, I propose to ask the Legislative

Council to vote the sim necessary for the purchase of the

lantern and accessories, with the lectures, and have little
